Trends in Catastrophic Health Expenditure among Korean Households, 1990-2016

Abstract

|
Objectives: This study aims to identify the trend of catastrophic health expenditure in Korea from 1990 to 2016.
Methods: Using data from Household Income and Expenditure Survey, the incidence of catastrophic health expenditure and concentration index for the catastrophic headcount were estimated.
Results: The incidence of catastrophic health expenditure tended to decrease until the early 2000s, and then increased. In 2016, the incidence of households with health expenditure exceeding 10% of total expenditure was 24.2%, and the incidence of households with health expenditure exceeding 40% of non-food expenditure was 2.9%. The concentration index for the catastrophic headcount had a negative value in almost all years and its absolute value had been increasing. This result means that distribution of catastrophic health expenditure has been more concentrated on low-income households.
Conclusion: Our results suggest that there is a need for a policy to improve the financial protection of the National Health Insurance, especially one for the low-income households.
